Scicluna, The Hunter of Pedophiles, Has Been Hunted Out of The Vatican

Whispers in the Loggia Click Here for Whispers in the Loggia Article has reported that Monsignor Scicluna, the Holy See’s highly regarded lead prosecutor for sexual abuse cases, including that of the founder of the Legionaries of Christ and Regnum Christi has been sent back to his native Malta as an auxiliary bishop. An Italian commentator was referred to by Whispers in the Loggia as saying that Scicluna, the hunter of pedophiles has been hunted out of the Vatican.

Msgr. Scicluna was chosen in early 2005 by then Cardinal Ratzinger on behalf of the Congregation for the Doctrine of the Faith to investigate complaints about Father Marcial Maciel. Msgr Scicluna carried out his delicate investigation in a highly effective manner and he showed genuine dedication in the pursuit of justice. Following the investigation carried out by Msgr Scicluna, Father Maciel was banished from publicly practicing his priesthood or speaking publicly and he was sentenced to live the rest of his life in prayer and repentance.

Msgr. Scicluna provided a voice in the Vatican, to empathize with the emotions felt among the church’s rank-and-file and victims as the sexual scandals continued for decades. He has been a valuable member of the Congregation for the Doctrine of the Faith for a number of reasons. One of these is his fluency in his native English language. This is a valuable asset for dealing the the current reform of the leadership group representing the U.S. womens’ religious orders.

Msgr. Scicluna dared to refer to the deadly culture of silence while speaking at a Vatican sponsored conference on abuse by using the word omerta (likening the secrecy of the Vatican to that of the Mafia).

Many felt that because of his competence, character, accomplishments, courage, and excellent reputation he deserved an appointment to the curia. Instead he has been taken out of his position where he was achieving positive reform from within the Church and moved to a “safer” place where he is less likely to step on the wrong toes.

ReGAIN editors are grateful to Msgr. Scicluna for his achievements, integrity and efforts and we wish him well in his new posting as bishop-elect, deputy to Archbishop Paul Cremona in Malta.

Since bishop-elect, the Reverend Monsignor Charles J. Scicluna’s recent appointment , Paul Lennon wrote to him expressing gratitude for the way he had treated Paul and Juan Vaca when they had met in 2005. Paul immediately received a message back, expressing that the Lord will never fail to hear the cry of those who suffer. Mons. Scicluna added that he was happy to be back with his people and that he has promised to lay down his life for them.

He said he recognizes that he has moved back from HQ to the front lines in the war against sin and crime and he requested prayers that he may be faithful to his new calling.

“Do Not Be Afraid” Message from Nieves Garcia, Former Regnum Christi 3gf

Her letter describes how she and other consecrated women lived in an atmosphere of fear that paralyzed them and made them feel vulnerable. She refers to the strange concept of obedience and the ongoing deceit.

One night when reading scriptures, Jesus’ words <q>let not your heart be troubled, believe in Me</q> spoke to her heart in a special way. This insight gave her renewed courage to face her worst fears and to break free.

From the book of Genesis (15:1) to Revelation (1:17) God reassures us to not be afraid. When Jesus appeared to His apostles after the first Easter, He told them to <q>be at peace</q>.

Nieves Garcia shared her experience of living in fear in an environment of blind obedience that included accepting lies from superiors. When she turned to Jesus, she discovered the inner peace and freedom that she had been seeking.

This is a powerful testimony from a 48 year old woman without social security who through God’s grace was granted the courage to do what she felt was right for her. What a wonderful message she has for people in any difficult situation to find freedom by turning ones life over to God and trusting in Him.

Our thoughts and prayers are with this brave woman and with all those who are willing to say <q>no</q>? to enslavement and dishonesty and to open their hearts minds and spirits to Jesus, believing and trusting that He has a plan for them, that He will provide for their needs and lead them to where they are truly called to be.

Were Canon Laws Altered to Soften Punishment For Father Maciel?

A startling accusation was made by Jose Barba in the book “The Will Not To Know,” that he co-authored along with Alberto Athie, a former priest who directed a Mexican bishop’s charity and Fernando M. Gonzalez, a scholar in Mexico City who was the author of a biography of Maciel. This book has been published by a Mexico City imprint of Random House international. Jose Barba holds a doctorate from Harvard in Latin American studies,

Cardinal Tarcisio Bertone is the current Secretary of State. If the accusations leveled were proven to be true, it would be somewhat of a black eye for the present hierarchy.

The National Catholic Reporter reported in 2009 that Father Maciel gave $10,000 to Cardinal Clemente Micara, the vicar of Rome, in 1946, shortly after the end of World War 2. At the time, this represented an enormous sum of money. Later in 1959, Cardinal Micara signed the order reinstating Father Maciel in 1959 after Pius XII’s death. Jason Berry has authored several articles on the subject of how the Legionary founder used influence peddling to gain support from powerful members of the Vatican.

Manifesto on the Occasion of Pope Benedict XVI’S Visit to Mexico
Deceased are, together with our hopes of truth and justice in the Church, several of the former Legionaries of Christ who, together with the signers of the open letter to your predecessor, John Paul II, hoped since 1997 to receive an answer to that message. Instead they were ignored or reprehended by Catholic authorities. Later we trusted that truth, charity, and our rights would prevail in our canonical case against Fr. Maciel which we presented in Rome on October 17th 1998 to the Sacred Congregation for the Faith over which Your Holiness presided at that time.

Scarcely twenty months ago Your Holiness told reporter Peter Seewald “only around the year 2000 did we have any concrete clues (regarding the accusations against Fr. Marcial Maciel).” But we, following the spirit of the forgotten Council of Sardica, had sent a letter to John Paul II fifteen years before. The letter was in fact delivered to the Vatican by the then Apostolic Nuncio, Justo Mullor Garcia, to be handed to the pope. In that letter we laid out our convictions with a respectful and trusting attitude; and in that letter we also made ourselves available for questioning and judgment so the truth could be known; for the good of society and the Church we wanted Marcial Maciel and us to be the subjects of a canonical process.

We asked John Paul II whether, in historical retrospect, the canonical trial of the Legion of Christ founder would be too onerous a task. And we went so far as to say “for many reasons it would be a shame for the Church not to seek the truth in such a grave matter” Because by not seeking the truth diligently and by not doing justice, the scandal would spread wider and the Magisterium’s credibility would be questioned by many. And we could not understand how the Church’s ancient wisdom could have been deceived so easily, at such high levels of the Hierarchy, for such a long time, in so many places, in the face so many victims and so many complaints.

But we were not listened to or believed at the right time. For a long time we were ignored for being simple rank and file members of the Church. That is why we, as regular Christians, wish that the words of a German theologian well known to you were taken into account: “Beside, before and above the ministerial hierarchy there is in God’s ministry an often hidden hierarchy of the spirit. There exists a hierarchy of holiness which is not the same as and runs parallel to the ministerial hierarchy. Nearness to God is not a class privilege.” (Karl Rahner)

For You, in your conversation with Peter Seewald, Marcial Maciel was an enigma. For us the problem is the failure of the centuries old wisdom of a Church that did not decipher the enigma in time nor has it resolved the institutional metastasis of its works; the problem of a Church intimidated by hidden but nevertheless very real powers. Your Holiness, scandalous too is the presence among the higher clergy of pastors who live disorderly lives tolerated by the Church; for telling the truth about Marcial Maciel we were criminally attacked by them. Concretely, the Mexican episcopal conference, composed in its majority by cowards, has shown no commitment to this case and has been irresponsible and even servile.

We have carefully analyzed the trajectory of our case before the Vatican, especially from 1997 on. We have also studied in great detail documents regarding the Maciel case that were recently handed over to us from inside the Church; our examination of such documents had led us to believe that they were purposely kept hidden in the Vatican; it is humanly inconceivable that the prefects and heads of the Vatican departments in charge of such grave matters would not have been aware of their existence and content. It has been a case of suggestio falsi (false suggestion) and suppressio veri (suppression of truth).

We never received an answer to our rightful complaints lodged according to the rules of the Church’s own Canon Law. And, after reprehending us several times for expressing our opinions publicly in the secular media it is ironic that only through these same media did we learn about the ambiguous and confusing decisions taken by the Vatican regarding the Maciel case. We repeat that we presented our case on October 17th 1998 to the Sacred Congregation of the Faith which at that time was directly under your supervision as prefect (executive director). In this context we cannot but doubt and feel disconcerted by the decree De Delictis Gravioribus (Regarding Serious Crimes)signed by Your Holiness on May 18, 2001; in this decree a very important clause is modified, canon 1378, which had ruled that there was no statute of limitations in the case of a priest guilty of solicitation in confession. The law was applied retroactively and thus affected the complaint we had lodged against Fr. Maciel three years previously on February 18, 1998 through our lawyer Martha Wegan. The change in fact favored the depraved Fr. Marcial Maciel as it left us at a serious disadvantage in pursuing our case against him.

The axiom cited by some clergy to the effect that “it is better that eight innocent men suffer injustice rather than thousands of Catholic lose their faith” has certainly not helped the manifestation of truth, or the exercise of charity or the triumph of justice. Since the 1990s many members have left the Church and many others find it hard to continue to belong and be faithful. Their disappointment has increased as they experience clear pragmatism and moral relativism despite denials by some Vatican spokespersons.

These objective realities, carefully studied and analyzed during years of duress, have demonstrated that more than respect for the rights of the human person, it has been public outcry and the weight of world-wide secular opinion that have been the determining factors in ever so slowly modifying the Hierarchy’s stubborn denial. Many of us faithful expected clarity and reasons to trust. On the contrary we have seen almost systematic ambiguity which, together with contradictions between orthodox doctrine and real praxis, has led us to internal confusion and painful spiritual malaise.

We believe, Your Holiness, with greater conviction than ever, what we expressed to Your Predecessor in our 1997 open letter: “We firmly hold that only a just, transparent and brave Christianity will win the real and active respect of young and old, of intelligent and brave men and women; of people who are healthily critical, living as they do in a shallow world of mass demonstrations, sheep-like movements, and of those who join good causes which often do not lead to effective justice.”

We are saddened that our Catholicism has been affected by the clear structural sin of an indifferent Church; paradoxically, on the other hand, the awareness of our rights and obligations as Christians and citizens has grown stronger under hurtful assault. That is why we have spoken and written. May God, who cannot be deceived and sees into the depths of our souls, and who enlightens our minds and hearts, grant us an historic revision, generous and courageous, regarding the truth of our revelations as former Legionaries of Christ: great is the damage caused to the Church by her presumably but false friends. Only He knows whether we have been chosen by Him as his instruments. In any case, You were given the opportunity to accept this truth. You, Your Holiness, were given the opportunity to accept us.

Totus Tuus – Malen Oriol Forms New Association of the Faithful

On February 25, 2012, EWTN News announced the formation of Tutus Tuus (Latin for All Yours), a new association of consecrated life for women in Chile. The new association was founded by Malen Oriol, who was until recently the director of the consecrated women and men in Regnum Christi. A total of thirty women split off from the Regnum Christi movement, seeking to live out their religious vocations under bishops.

Significantly, the Holy Father, Pope Benedict XVI has given approval to the new association, which was erected by Santiago Archbishop Ricardo Ezzati, who was one of five visitors appointed by Pope Benedict XVI to investigate the Legion of Christ between 2009 and 2010.

Cardinal Francisco Javier Errazuriz has been appointed to accompany the new foundation during their first year.

This is an awesome story for those who have been hoping and praying for years for something positive to come out of this horrendous situation.

According to the above source, the complete text of the prayer in Latin is: <q>I belong entirely to you, and all that I have is yours. I take you for my all. O Mary, give me your heart</q>.

The new association of former consecrated Regnum Christi women is a welcome breath of fresh air for those who have been waiting in frustration to see some signs of reform take place. Some feel that this is the only way for the disgraced order and movement to change by encouraging smaller groups to discern how to be of real service to the Church and to break away on their own.

All along it has been the spiritually and emotionally toxic structure of the Legion and Regnum Christi (as created by Fr. Marcial Maciel) and the hidden agendas that we feel have stifled the Holy Spirit and prevented these good women from accomplishing some special purpose that comes from the will of God. Now, thanks to the courage of this courageous group of women under Malen Oriol, there is a new formally recognized structure, with the blessings of the Holy Father and working in harmony with the Church under the direction of a local archbishop and there is a new structure that has broken free from the chains of the past.

Thank God there is now an alternative to the very questionable form of consecrated life that was developed by Fr. Marcial Maciel to suit his purposes. An independent new life has sprung forth that like a rainbow in a stormy sky (as per scripture reading from Sunday Feb 26 – 1 Peter 3; 18-22) offers hope for the future.

Was There a Legionary Cover Up of Fr. Macial’s Sexual Misconduct?

Fr. Luis Garza was asked at the September 25 RC State of the Section meeting in Atlanta if there had been a cover-up (regarding the founder’s sexual misconduct). Father Garza’s response was summarized on Trastevere blog Click Here for Spanish article

The above accounts show that according to statements made by Fr. Garza, the Vatican began the 2005-2006 investigation (regarding allegations of sexual abuse of minors by Fr. Maciel) thinking that he was innocent and just wanted to clear his name for the sake of history, but later, as the investigation proceeded, they realized that he was guilty. It goes on to say that a lady (Norma) appeared in the summer of 2005 and she stayed in Cotija where Fr. Maciel was staying but very few (of the consecrated women) thought that this was an affair.

According to Garza, dementia affected the founder’s thinking and behavior in his later years.

In Feb 2006, Malen Oriol expressed her concerns to Fr. Garza that the lady (Norma) was taking advantage of Fr. Maciel and she asked him to intervene. That was around the time that the Congregation for the Doctrine of the Faith (CDF) contacted Fr. Alvaro Corcuera and advised him that the founder had been found guilty (it was not clear exactly what he had been guilty of). According to the report, Fr. Garza said he did not believe the CDF.

Then around Feb. or March in 2007 they began figuring what to do. By that time, the Legion had received positive results regarding Normita (Fr. Maciel and Norma’s daughter).

Fr. Maciel died on January 30, 2008. Apparently even though he had been urged to confess about his relationship with Norma and Normita he had refused to do this.

Reportedly Fr. Garza said that they started to tell some people, about 50 LCs in November 2008 and by January 2009, some of the unfavorable news was leaked to the press.
ReGAIN Comment:
Would the Vatican have been likely to launch a year long investigation into Fr. Maciel’s life and interviewed one hundred witnesses around the world if they thought that he was innocent and just wanted to clear his name for the sake of history? At the time, there was a considerable amount of well publicized evidence including the Hartford Courant articles about credible claims of sexual abuse of minor seminarians by Fr. Maciel and the claims had been made by credible individuals.

Norma, one of Fr. Maciel’s wives for months had been living in a room adjacent to Fr. Maciel and their daughter Normita came and went to Cotija to be with them. Is it reasonable to state with any certainty that the consecrated women who lived in the complex did not suspect anything untoward? At the time, these women were bound by solemn promises of obedience and charity to never criticize any superior (especially the founder who they had been encouraged to idolize as a living saint). The consecrated women who witnessed Fr. Maciel living with his family would not have been allowed to discuss any suspicions with each other about what was going on.

Is it likely that Fr. Maciel’s behavior (having a mistress) was a result of dementia? According to numerous testimonies on this and other websites and in books and articles, there had been credible reports of his sexual activities with men women and children going back to his very early adulthood. Although it is possible that the founder in his 80’s suffered some degree of dementia, this would not explain his sexual misconduct over all the many previous years. This excuse for the founder’s actions is similar to one that was tried by some Legionaries years ago when they blamed his perversions on having received a blow to the head.

It is interesting to note that Fr. Garza was quoted as saying that he did not believe the Congregation for the Doctrine of the Faith, considering that they had interviewed so many people and had spent a year gathering facts.

There is a personal testimony from Aaron, an ex Legionary priest who as a teenager had been sexually abused by his superior and spiritual director during his time in the Legion. Further details of Aaron’s story may be seen in articles on this website.

Fr. Garza disbelieved Aaron without having ever met him and allowed the abusive priest to continue his ministry in a school.

According to the Trastevere article, Fr. Garza stated that around Feb. or March in 2007 they (the Legion) began figuring what to do.

The time line here is interesting. The Vatican started their investigation into the founder’s life in 2005. It seems obvious from accounts that Fr. Maciel was openly living with a mistress and daughter in Cotija since at least early 2006.

Yet, Fr. Garza seems to have chosen to simply deny any accusations of wrong doing even after the Vatican had sentenced the founder to a life of prayer and repentance and had advised the Legion that he was found guilty. The Legion continued to pretend that Fr. Maciel in the same manner as Jesus Christ had been victimized by the Vatican who falsely judged him. It seems that they waited until early 2007 to accept some of the facts and only then decided what to do.

When they finally did decide what to do it seems that they did as much as they could to keep things quiet for damage control.

Fr. Maciel displayed a consistency in his actions throughout the decades and Fr. Garza has also been consistent in his actions. The statements attributed to him in the Trastevere article raise serious questions about cover ups to those who have not had their thinking powers compromised by the mind numbing structure within the Legion and Regnum Christi consecrated life.

Now that there has been some relaxing of the rules in the Legion and for the 3gf (consecrated) women we suggest that those who are seeking the truth check facts from outside sources as well as from the foxes who continue to guard the henhouse.
