Letter to Pope Francis regarding Reform of the Legion of Christ

Solemnity of the Resurrection of Christ

Most Holy Father,

It is now two weeks since the College of Cardinals chose you to be the new bishop of Rome. Your benevolent pastoral concern for the most unfortunate, for the most fragile and the poorest has caused many of us to entertain new hopes. That is why I decided to write you on behalf of my old companions from the Legion of Christ who, like me, have seen their lives deeply affected, if not shattered, by this congregation and whose sufferings have not been to this day understood or taken care of by the competent church authorities.

We hoped that on discovering the endless list of Fr. Maciel’s crimes, your predecessor would have launched an investigation into the heart of the Legion of Christ and Regnum Christi to discover the effects of the founder’s vices on the life, customs, actions and thoughts of his disciples. However, it has been our painful experience that Fr. Maciel’s faults were facilitated by his entourage of the time who to this day go unpunished. Even more, the twisted spirit of the founder has sown in the hearts of his followers ambiguous and anti- Gospel behaviors hidden under a veneer of apparent holiness. Real discernment was needed, together with strong and appropriate measures, in order to bring an end to so much psychological and spiritual damage done to myriad souls.

Today, all the signs lead us to believe that the Apostolic Visitation was not intended to really search for truth and justice but to save the Legion and prevent Legionaries from jumping ship.

The least that should have been done was to put a halt to recruitment and priestly ordinations, at least for the duration of the investigation and spiritual reform. Was it reasonable to allow young people to join the Legion while it was still evident the congregation was affected by seriously devious sect- like dysfunction? Is it logical to continue to ordain young men to the priesthood knowing that they have not freely chosen their path?

The conclusions of the investigation seem to have been reached prematurely and haphazardly. Of the five Visitators only one met with Maciel’s victims: Mons Watty Urquidi. He was ill at the time and according to the victims, listened to them in an absent- minded way, without taking notes. The other Visitators interviewed Legionaries of Christ exclusively. So they only wanted to believe the infatuated members of a controversial organization, without having any knowledge of what a sect- like organization looks like. The Visitators should have started with those who had experienced the founder’s crimes and who had been able to step back and take a critical look at the situation.

Unfortunately, none of the latter was ever consulted. Worse still: in France, a dozen individuals and families explicitly asked to meet with the Visitators but they were never listened to.

Holy Father, the same mistake that had exonerated Fr. Maciel in 1958, at the end of the first Apostolic Visitation, was made again in 2010. In fact, in 1956, the superiors at the Congregation for Religious, alerted by several accusatory letters (from superiors and professors at the Jesuit University of Comillas, Spain, from some bishops and from two important members of the order) had sent Fr. Anastasio Ballestrero of the Holy Rosary, superior general of the Carmelites to carry out an investigation. Fr. Anastasio was not taken in by Maciel’s and Legion superiors’astuteness and his report dated February 11, 1957 is devastating. Later, in an effort to save the Legion, the Congregation for Religious sent more investigators, less perceptive than the first, who put together a new dossier from scratch, adopting the erroneous version defended by Maciel and the superiors appointed by him, despite the evidence at their disposition. The Legionary members, all of whom were under Maciel’s influence, lied so as to protect the Legion and the Founder. And that is how, after having white- washed Fr. Maciel in 1958, and continuing to let him prey on his seminarians and other vulnerable people, once again in 2010 the Vatican has white- washed an organization which continues to attack the integrity of the people who fall into its clutches. When will the nightmare end?

Most Holy Father, do not trust appearances. Blackmail, lies, manipulation, self- deception, guilt, ideology, moral harassment? all these techniques, working together, produce a devastating and deceptive effect which specialists call cult infatuation and which lies behind the prima facie success of the Legion of Christ. The true fruits of the Legion of Christ are not the hordes of seminarians who invade St. Peter’s Square to declare their love for you, but rather the thousands of human lives which are scorched by the infernal flames of this system and who no longer possess the strength to raise their voices. There are also innumerable collateral damages: specifically, broken families, as well as a number of people Fr. Maciel manipulated to get at their inheritance. And even more, although the damage is not quantifiable, there are the sins of omission: such as everything the Legion of Christ has not done and prevented from happening, such as the fight against poverty, against social injustice and corruption, particularly in Latin American countries. By systematically aligning with the rich and powerful has not the Legion of Christ ultimately aided and abetted iniquity? Is it enough for this religious congregation to produce a few charitable works, which are rarely effective in the long run, to erase that dreadful reality?

Most Holy Father, there are two ways to disobey you: the first, simple and direct, is to reject your authority and to walk out slamming the door behind. This way has at least one advantage: it is explicit and clear. The second way, Fr. Maciel’s and his disciples? way, is more perverse: it consists of playing the seduction card, going up front and telling how much they love you, promising you unconditional loyalty and so forth with the sole intention of influencing your judgment and selling you miracle solutions to all the Church’s problems; miracles which are no more than smoke screens. For the love of God do not make the same mistake your predecessors made! The fruits of this order may appear to be beautiful and attractive but behind the appearances they are ineffective, counter- productive, and even deadly.

The situation is dire because the Legion of Christ has had immense responsibilities entrusted to it during the past decades. For example, it ran a month- long summer course in Italy to train future leaders of diocesan seminaries. What a tremendous responsibility for the Church’s future! How not to be concerned when we realize that the instructors are almost all Legionaries of Christ, who live isolated in their own community without hardly any pastoral experience! To train a priest you need more than doctrinal knowledge because faith is not an ideology. What is most important for a priest is to know how faith takes on life in a parish, that is, to become a humble servant as you have reminded us last Thursday by washing the feet of the youth at a Roman prison!

Most Holy Father, all this is shocking, but it is only the beginning of the nasty surprises. Although the coercive system of the Legion conditions the religious to convince themselves that they are happy, the reality is that they suffer a martyrdom that has gone on for too long. I beseech you to start the investigation of the Legion all over again, radically changing the investigative method; we have to begin by spelling out very clearly the real story of Maciel and the congregation and this involves using independent outside experts, as well as psychologists well versed in the cult phenomenon. It entails doing justice to all the victims of the Legion and Regnum Christi, seeking their true well- being and not the institution’s material interests.

After I began to discharge my grave duty of conscience denouncing the sectarian aspects of the Legion, I was contacted by a number of former members of other Catholic religious communities, for the most part new, who have had similar experiences to mine in the Legion of Christ and so I realized that the Maciel debacle is not an exception or an isolated case; there are other, maybe worse, scenarios. Just as with the Maciel affair, their letters of denunciation sent to the Vatican were not heeded. All controversial Catholic religious communities should be investigated. As for those Vatican prelates who did not take the accusations seriously, they should be demoted for grave negligence and abuse of power.

Though grave, the situation can be overcome. Antidotes exist. I would like to inform you that for some time the International Cultic Studies Association, ICSA, a prestigious world- wide psychological and sociological organization, has been looking closely at cultic tendencies within the Catholic Church, in collaboration with competent priests and religious.

The explosion of studies targeting the cult phenomenon has created a marvelous opportunity for humanity and for the Catholic Church in particular. This research, the result of a multidisciplinary approach, offers us precise knowledge about the psycho- social processes at work in sectarian groups, and thus to grasp and identify the elements involved. The Church has a lot to gain by embracing these studies; they also provide her with an excellent examination of conscience with which to analyze her own practices with a critical eye. I truly believe that the Church could play a saving role in society, as Mother of Mercy, if she were to support and encourage combating and preventing sectarian groups.

I thank you for your attention and I hope you realize that this letter, just like all the other efforts I have made over the past few years, is nothing more than the exercise of my prophetic mission as a baptized Christian, following the dictates of my conscience. Be assured that I am willing to go to the Vatican, if you so desired, to answer all your questions in person.

Your humble servant in the Lord,
Xavier Leger

ReGAIN Comment:
ReGAIN feels that Xavier Leger has accurately expressed in his letter to Pope Francis in a respectful manner the key issues that have been on the hearts and minds of many of us former members and family members of Legionary and Regnum Christi consecrated members. We sincerely hope that those who are still concerned about the failed reform process will take similar actions to express their concerns to Church officials.

There are a number of recommendations stated or implied in the letter including the following:

Recommendations:

  • Stop recruitment until the reform process has been completed.
  • Stop ordinations (and consecrations) until the reform process has been completed.
  • Consult with those who have been victimized by Fr. Maciel and by his organizations and take action to provide justice.
  • Review the information from previous investigations.
  • Consult with qualified psychologists as well as knowledgeable cult and mind control experts.
  • Review especially the coercive methodology and use of manipulation and deceit.
  • Make further investigations into other controversial cultic groups within the Catholic Church and take action to bring effective reform (or suppression) as needed.

Popular Former Legionary Priest Father Morris Shares How Pope Benedict’s Courage Changed His Life

Father Jonathan Morris was formerly a well known Legionary priest, who shares on Fox News Click Here how he was fooled for years, sincerely believing until 2009 that the charges against the Legion founder Father Marcial Maciel were patently false. He explains that one of the reasons why he believed in the Legionary deception was because

John Paul II’s handlers, and other Vatican officials, who were running the shop as John Paul II grew increasingly weak, succeeded in keeping the case quiet.

Father Morris adds that a number of Vatican officials had continued to publicly praise Father Maciel long after the accusations against him had become public knowledge. He credits Pope Benedict XVI, who showed courage in proceeding with his investigation into the life of the Legion founder in spite of obvious support for him from some powerful members of the Vatican.

Referring to the founder of the former religious order Father Morris belonged to he said:

In practice, this meant many young men and women, who thought they were devoting their lives to a religious order led by a saint, were in fact continuing to live in ignorance of the reality that their leader was in fact a sociopath.?

Father Morris now serves with the Archdiocese of New York, where he says he is very happy.

ReGAIN Comment

Father Morris has provided important testimony that provides a glimpse inside both the Legionaries of Christ and the Vatican curia. He had discounted the accusations against his former general director Father Maciel because during the final years of John Paul II’s papacy, Vatican officials handled sensitive and urgent issues in a dysfunctional manner and that had
far-reaching effects on the life of the church and on its members.

There are questions that arise from Father Morris’s Legionary experience that he has shared:

    1. Which Vatican officials handled the sensitive issues relating to Father Maciel and the Legion in a dysfunctional manner and why did they do so?

2. When the Legionaries of Christ senior leaders discovered that their sociopathic founder was leading a secret life, (that included fathering children) what actions should they have been obliged to take (and if there was serious deception then why are they still in senior positions of authority)?

ReGAIN shares Father Morris’s admiration of Pope Benedict XVI for his courage in proceeding with the investigation in 2005 – 2006 and in his decision to step down to avoid certain officials from taking advantage of a long period where a Pope is not healthy enough to deal with serious issues that affect the lives of many.

Commentary From ReGAIN Founder Paul Lennon

ReGAIN founder, Paul Lennon, finds that too many Legionaries fail to take full responsibility for refusing to listen to serious accusations against their founder. He has penned an account of the Legion’s denial and deceit, and the Hierarchy’s slow but eventual reaction to Fr. Maciel’s sexually abusive actions (Fr. Marcial Maciel, Pedophile, Psychopath and Founder of the Legion of Christ, from RJ Neuhaus to Pope Benedict XVI). Legionaries tend to be fuzzy? about the facts in order to diminish their personal responsibility. He reminds readers that the Vatican’s Promotor of Justice, i.e. prosecutor, Mons. Charles Scicluna, launched his investigation into the abuse of seminarians in 2005 and the Vatican condemned Fr. Maciel in May 2006 and put him away to a life of prayer and penance, a penance which he and the Legionaries disregarded. The Legionaries and their allies continued to stonewall, minimize and finesse the Vatican’s judgment regarding the founder, as reflected in a 2006 ReGAIN article, Fr. Maciel’s Defenders of the Faith:?Click Here

So Fr. Morris must have known about the Founder’s abuses at least three years before he says he saw the light. Lennon continues to be appalled that it took after death revelations of Fr. Maciel’s heterosexual excesses to convince many he had previously sexually abused his own seminarians, his spiritual sons; a far greater crime verging on incest. Likewise, Lennon finds Pope Benedict’s categorization of Maciel as an enigma in Light of the World too light and vague. That is why Lennon uses the term psychopath to properly describe those deviant and exploitative behaviors. To this very day Lennon witnesses the devastation caused by Maciel in the lives of those young seminarians fifty years after the abuse. Only a psychopath could cause this long-lasting damage; a psychopath who was allowed to run wild in the garden of Christ’s Church. Fr. Maciel’s accomplices have not been convicted or punished. It is simply not enough for members of the Legion and the Regnum Christi to continue to hedge their bets regarding the Founder’s life, his creation and the impact of his deviousness on their presumed charism. Waxing wise and philosophical at this late stage is not acceptable. When former Legion seminarian Jose Antonio Perez-Olvera met the Vatican Prosecutor in Mexico City in April 2005 he fell on his knees and broke down screaming: I am here to give evidence against the priest who destroyed my life!

Details of Mrs. Mee Court Case Reveal Inner Workings of the Legion

Documents that were released on Friday, February 15 from the Mrs. Gabrielle Mee estate court case included new details on how the Legionaries of Christ leaders solicited money from an elderly widow, eventually persuading her to bequeath it $60 million. The Legionary lawyers had appealed in an unsuccessful attempt to keep the documents regarding the Mrs. Mee case sealed from public view after Superior Court Judge Michael Silverstein had called the rights to fully scrutinize the facts about Mrs. Mee’s case paramount.

Associated Press writer Nicole Winfield in an article in the Wall Street Journal reports that the testimony confirmed that Father Luis Garza Medina, who was the Legion’s Second in Command at the time was aware in 2006 of the Legionary founder’s secret life including his use of aliases, his women and his children. Father Garza and other Legionary leaders chose to keep this discovery secret for years because he claimed: founder, the late Rev. Marcial Maciel, had already been sanctioned by the Holy See for having sexually abused seminarians and forced into a lifetime of penance and prayer.

Nicole Winfield commented that Legion scandal is significant because it shows how the Holy See willfully ignored credible allegations of abuse against Maciel for decades while holding him up as a model of sainthood for the faithful because he brought in money and vocations to the priesthood, and that scandal, which has tarnished the legacy of Pope John Paul II, is cited as an especially egregious example of how the Vatican ignored decades of reports about sexually abusive priests because church leaders put the interests of the institution above those of the victims.

In a subsequent article released by Fox News, Former Legionary Financial Father Stephen Fichter, who was in a position similar to a chief financial officer between 1998 and 2000 testified that there were large amounts of money that were unaccounted for. When questioned by Mrs. Mee’s niece’s lawyer where Father Maciel got the money to support his family outside the Legion, Fichter’s testimony indicated it was coming from the Legion, which got it from donors including his client’s aunt. His client’s lawsuit argues Mee would not have given the Legion money if she knew about Maciel’s double life.

Father Fichter’s testimony served to verify stories previously reported by Jason Berry and others that gifts authorized by Maciel and Garza were provided to influential persons in the Vatican to thank” (influence) them. Although this information is not new to those who have followed the Legion scandals, sworn testimony by a former Legionary priest increases the credibility of financial irregularities.

ReGAIN Comment:
It is sad that the stench from Legionary founder’s hidden life continues to damage the image of the Roman Catholic Church and in particular, the good name of its beloved former Pope John Paul II, who promoted the infamous Father Maciel as an efficacious example for young people. The same Legionary leaders who have made legal efforts to prevent the true facts regarding the Mrs. Mee case for years after the Vatican sentenced Father Maciel to a life of prayer and repentance maintained a pretense that he had been the victim of false witnesses (thus denying the valid conclusion of the Vatican). They feigned shock in 2009 when the existence of the founder’s “wives” and children became public knowledge. As recently as early 2013, they made costly legal efforts to suppress the truth about how they (not just their founder) cultivated an elderly widow to get at her fortune.

Significantly, this case belies the Legionary illusion that their founder was the only one who took advantage of people. There were many Legionary and Regnum Christi leaders involved in keeping Mrs. Mee isolated from outsiders and ignorant about significant facts regarding the founder’s secret life. This is a typical example of how cult groups are able to control their members by controlling (or deliberately withholding) significant information from the outside world to achieve their objectives (in this case, an elderly lady’s $ 60 million).

The Legion paid costly legal fees in an attempt to suppress the truth about the Mrs. Mee case. Like an alcoholic, who isn’t ready to admit he or she has a problem, the Legion has shown a cult like desire to continue to control information. Fortunately in this case the judge recognized wrongdoing and felt people had a right to know the facts of this case.

ReGAIN recognizes the professionalism, courage and integrity of writers including Nicole Winfield, Gerald Renner, (deceased) Jason Berry and others, who are encouraging positive changes in the Church by shining the light of truth in dark areas. The Holy Spirit seems to be raising up people in the media instead of within the Church to speak the truth and to provide initiative for genuine reform. In the information age it has become impossible for religious leaders in the Legion or their supporters within the Vatican to sweep unpleasant facts under the carpet. Having said that, we realize that there is a danger in relying on the media to be the ones driving change (because they have a much different agenda than does the Church). Wouldn’t it be safer and better for the Legion and Regnum Christi leaders with some effective guidance from the Vatican to come clean, show repentance, pray for God’s help, develop a spiritual charism and an action plan to change from what they are to become a genuine religious order and movement.

We applaud Pope Benedict XVI for his efforts to attempt to bring about positive changes in spite of opposition from some of his senior members of the Vatican. We hope and pray that whoever succeeds Pope Benedict will find practical ways to address the Church’s problems in an effective manner to restore it’s dignity as the One True Church of Jesus Christ. This would require developing a much more authentic and effective plan to either reform the Legion and Regnum Christi or suppress them.

Pain, Mutual Distrust, Tensions and Disenchantment In The Legionaries of Christ

All is not well in Legion Land according to Andres Beltramo Alvarez on his Spanish blog Sacro y Profano Click Here . Father Sylvester Heereman, the acting Vicar General of the Legion recently acknowledged that some members of the Legion are struggling with emotional issues, including mutual distrust, incomprehension, tensions, disenchantment and unsettling insecurity about the future.

Some of the Legionaries are suffering from an inability to separate themselves from their immoral founder, Father Marcial Maciel. There are those who are upset because he led such an evil life, while others are unhappy about how they were deceived by him.

There is still some turbulence among the members. Some are disturbed that the Legion no longer has a positive image. There are some open wounds caused by judgments made about those who were closer to Father Maciel and others who have been branded as rebels.

Some feel that the Legion should have conducted further reviews into their founder’s secret life to uncover all the facts so that they would discover everything that they need to be better able to purify the Legion. The constant reminders that the Legion’s past has been bad and that changes are needed is upsetting for some Legionaries. There has been a lack of healthy self criticism to date. There remains confusion about their identity and some are disenchanted with their vocation. There are feelings of insecurity about what the future has to hold for the Legion.

This state of affairs is not simply an opinion expressed by critics of the Legion; this is the situation as reported by the Legion’s own Vicar General.

This sets the emotional atmosphere for the Legionaries as they meet later in November to select delegates to take part in the general chapter in Rome in January, 2014.

ReGAIN Comment

After the 2009 bombshell, the Legion with guidance from the Apostolic Delegate had a golden once in a lifetime opportunity to rebuild out of the ashes of their battle scarred past, with alternative paths to follow. They could have chosen to re’found something totally new and different from scratch. Instead they chose to convince people that except for their founder, there wasn’t too much wrong and with a little tweaking they could simply carry on their recruiting, ordinations and consecrations as if nothing unusual had happened. Nobody emerged as a Spirit ‘ inspired leader. Nobody wanted to conduct any more investigations into their past problems and to uncover who in the present times assisted the founder in his perverse and dishonest way of life. Except for blaming all their problems on their fallen founder, nobody wanted to admit that there was anything seriously wrong and at least to outsiders it seemed that they simply wanted to sweep things under the carpet and continue along their same old path.

It is not surprising then that the remaining members are demoralized. In the past, because of their expanding numbers and praise from John Paul II, for years they had reason to be proud of their religious order and the special status they had in the Church. Since 2009, when it was discovered that their disgraced founder was a fraud, there has been an illusion that their religious order is being reformed. With no clear understanding about what the problems were and who did what, there is no clarity about what needs to be reformed and unfortunately a desire to let sleeping dogs lie. Father Marcial Maciel, Nuestro Padre who put his personal stamp on every aspect of the Legion and Regnum Christi was their ideal. There is no escape from having a disgraced founder and there is nothing or nobody new to replace the immense hole that was left by him inside the Legion. Certainly there is a sense of loss that his good example was based on fiction and deceit. There must be confusion after realizing that the evil detractors who they had wrongfully believed to be out to hurt the Church and their founder were actually telling the truth. Many of the leaders who the Legionaries of Christ members had looked up to have left the order and some of them have made statements critical about the structure and methodology and the old guard leadership.

With the presence of an Apostolic Delegate from Rome, the Legion members have had less restriction of their information and with the windows to the outside opened up they have become aware of much valid criticism from credible outside sources about their way of life and their leaders. Before 2009, such criticism was prohibited.

Since 2009, the remaining Legionaries have become aware that Father Maciel was not the only one of their leaders who deceived them. They have become aware that their top leaders knew about of the secret lives of Father Maciel and Father Williams and others for years and covered for them until things could no longer be kept secret from them.

Within such an environment, how can the remaining members trust their leaders? How could they feel enthusiastic about remaining in a congregation that is still struggling to discover a religious purpose after more than seven decades of existence? Is it any wonder that there is insecurity, confusion and disenchantment in the Legion?

The Legion seems to be suffering from deficits common to high demand and authoritarian groups; namely how individual members become unable to accept unpleasant facts and incapable of making informed choices. Often they cling to the comfortable status quo, frozen by fear, avoiding painful but ultimately life giving decisions. Add to this the possibility that the superiors, who wield all the power, are against change.

Cardinal DePaolis did not come in with a big stick to throw out old leaders and to force major changes. He provided an opportunity for the Legionary leaders to come up with plans to decide what needed to be done to fix themselves. They have to date shown a lack of desire and total ineptitude in this regard and the confused environment is the end result. Will Pope Francis allow this situation to continue or will he appoint a new Delegate with a bigger hammer?

Alvaro Coucuera, Legion Superior General Steps Aside Unexpectedly

Alvaro Corcuera, Superior General of the Legionaries of Christ unexpectedly announced that he was stepping aside according to Associated Press writer Nicole Winfield Click Here

His replacement will be 38-year-old vicar general, the Rev. Sylvester Heereman, who will govern the Legion until a planned general assembly in 2013 or 2014 to elect a new superior.

The article reminds readers how earlier this year, Father Corcuera admitted that he knew in 2005 that the Legion’s most prominent priest, the Rev. Thomas Williams, had fathered a child, yet he kept the news secret and continued to allow Father Williams to keep teaching and preaching about morality.

The interim Legion Superior is German-born and was ordained in 2006—after Maciel stepped down (he had entered the Legion in 1994). He was head of the Legion in Germany and then all of Western Europe before being named vicar general in February.

The circumstances of Father Corcuera?s departure are somewhat vague. There are some unspecific references to concerns about his health were he to continue. The Legionaries of Christ website has a letter written by Cardinal Velasio DePaolis Click Here that explains:
But his efforts, carried out in a climate that was frequently one of suffering and misunderstanding, have weakened his energies to the point of causing us to fear that if he continued his efforts, especially in this year leading up to the General Chapter we might have compromised his health
The letter does refer to a discussion between the cardinal and the superior and an invitation extended to the superior general after consulting with his collaborators and that the invitation was accepted in humility.

ReGAIN Comment:

There have been reports that Father Corcuera suffered from migraine headaches. This could possibly have been a factor in his health concerns. It is not surprising that someone who is required constantly to act like a religious order and movement superior general, while living in an environment of deceit would suffer from some sorts of physical or emotional stress. Perhaps his conscience is crying out from within and causing some inner torment. Based on what is reported from the Legion and from the Vatican Delegate, it is impossible to know what is really happening. The environment of secrecy in the Legion has not changed noticeably since the reform process was implemented. The reports hint that Cardinal DePaolis has forced Father Corcuera (the founder?s appointee) to at least temporarily resign his post. Unfortunately, the lack of openness about what is happening constantly reinforces a conclusion that there is a lot to hide. It remains unclear whether or not this was a resignation or a firing, whether it is a permanent or a temporary change. The real reason for the change remains obscure. All of the founder?s main assistants that he formed and who covered up for him remain in the picture, albeit in different roles. The scope of the reform seems to be restricted primarily to rewriting the constitutions.

Those who are familiar with Father Heereman, the replacement for Father Corcuera see him as a yes-man, very similar to his predecessor (some would even say a clone). Nicole Winfield mentions that he is still a product of the Maciel-era priest training program, having entered the Legion in 1994. Based on the comments of life-after-rc Click Here he is not known to be an independent thinker and as one commenter puts it he is: clever enough to sell other’s decision’s but not enough to question them.

Although this change in Legion leadership could be seen as a baby step in reforming the Legion, it is seen by many as too little, too late.
